It was claimed during the discussion that amendments are suggested to be made to article 17 of the Code of Administrative Proceedings.
Particularly, it was noted that suggested amendments to chapter two of article 17 of the Code of Administrative Proceedings by their content are an integral part of clause 1 of chapter two of article 17 of the Code of Administrative Proceedings.
The parliamentarians stressed that according to chapter two of article 11 of the Code of Administrative Proceedings, the court reviews administrative cases only at the suit, lodged according to this Code, and can not go beyond the scope of claims under the suit. The court can go beyond the scope of claims under the suit only in case it is necessary for full protection of rights, freedoms and interests of the parties or third parties protection of which they seek.
